Why have one done then?
The recommended 10 year interval between inspections for a domestic dwelling for example, is still a long period of time without some form of check on the state of the electrical installation. Therefore, for a premises which already has a previous full Periodic Inspection Report, a visual inspection is ideal to keep an eye on things until the next one. Many factors may influence the condition of the installation even if the electrics themselves have not been touched. For instance, new regulations on insulation depth in loft spaces has meant additional insulating material just being thrown on top of existing cables in the loft. This has a detrimental effect on the current carrying capacity of cables and may give rise to a fire hazard.
The Visual Inspection Report certainly has an important role to play between Periodics. Especially in rented accomodation where the tennant is less likely than a homeowner perhaps to look out for damage and wear and tear.
Once the fault is identified it can then be rectified. This may mean a new component or accessory or even replacement of the faulty cable.

A Visual Inspection Report can only report on the fixed electrics that can be physically seen within a dwelling, for example the condition of the socket outlets, lighting pendants, correct earthing and bonding etc. It can never confirm complete electrical safety like a Periodic Inspection Report can.
